An Initiative in Lucerne – the regulation of Airbnb is one step further. Last Thursday, the initiative from SP was rejected, and a counter-proposal was offered.
The city of Lucerne should not lose living space due to tourism. In terms of their proposals, the city and SP seem to agree. “Protect housing – regulate Airbnb” was the initiative submitted by the Lucerne SP a year ago. A maximum of 90 nights per year may be rented for tourist purposes.
The goal is to limit large-scale temporary letting and provide more housing for locals. SP’s initiative, however, was rejected by the city council because it amounted to a ban.
An acceptable compromise is a counter-proposal
The city council presented a counter-proposal that provides quotas for short-term rentals. All factions except the SP supported the government’s proposed path.
The city has therefore drawn up a counter-proposal. It states that owners of second homes without a permit may rent them out for a maximum of 90 nights per year. A limited number of second homes per neighbourhood may be rented out more often, but this exception is subject to a permit requirement.
By roll call, the City Council decided by 31 to 15 votes to recommend the “Protect housing – regulate Airbnb” initiative to voters for rejection. The Council approved the counter-proposal by 32 votes to 14.
The counter-proposal and the initiative are expected to be voted on by Lucerne residents in March 2023.
